Department's (NYSED) Office of Education Policy is seeking
candidates for an Associate in Education of Children with
Disabilities position in the Office of Special Education (OSE).
This Office works to promote educational equity and excellence for
students with disabilities, oversees the implementation of federal
and State laws and policies for students with disabilities,
provides general supervision and monitoring of all public and
private schools, serves New York State preschool and school-age
students with disabilities, and provides technical assistance to
parents and school districts. Under the direction of the Supervisor
in Education of Children with Disabilities, the incumbent of this
position will implement the Special Education Quality Assurance
(SEQA) review process to ensure compliance with federal and State
regulations and statutes. Duties of this position include, but are
not limited to, the following:
- Provide technical assistance and respond to inquiries to
resolve concerns from parents, constituency groups, school
districts and other State agencies;
- Collaborate with other State agencies and network partners to
improve outcomes for students with disabilities;
- Conduct on-site program reviews;
- Implement complaint management procedures;
- Review issues and determinations on innovative waivers,
variance requests and special education program
applications.Minimum QualificationsMINIMUM QUALIFICATIONS:NY
HELPSThis title is part of the New York Hiring for Emergency
Limited Placement Statewide Program (NY HELPS).For the duration of
the NY HELPS Program, this title may be filled via a
non-competitive appointment, which means no examination is required
but all candidates must meet the minimum qualifications of the
title for which they apply. At a future date (within one year of
permanent appointment), it is expected employees hired under NY
HELPS will have their non-competitive employment status converted
to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and
privileges of competitive class employees of New York State. While
serving permanently in a NY HELPS title, employees may take part in
any promotion examination for which they are
qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:To be considered
for appointment through NY HELPS candidates must meet the
open-competitive minimum qualifications for this position. The
qualifications are:
- Master's degree or higher in special education, reading
education, elementary or secondary education, psychology, school
psychology, school counseling, guidance and counseling,
communications disorders, or speech pathology; AND New York State
permanent or professional certification as a teacher of special
education; a teacher of the deaf and hearing impaired, blind or
partially sighted; speech and hearing handicapped; as a school
psychologist; or New York State licensure as a speech/language
pathologist; AND four years of professional experience in special
education service delivery, administration of special education
programs for ages 3-21, evaluation for special education
eligibility, teaching children with disabilities, or designing
and/or developing special education programs.PROMOTION: Current
NYSED State employees must have one year of permanent service as an
Assistant in Education of Children with Disabilities.COMPETITIVE
MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year
of permanent competitive or 55b/c service as an Associate in
Education of Children with Disabilities.Eligible List Appointment:
Candidates must be reachable on the Civil Service eligible list for
this title. If you are on the Civil Service eligible list for this

Candidates must meet the eligibility requirements and have one year
of permanent competitive or 55b/c service in any of the
Professional Educator Titles (Grade 22, 26, and 28), as indicated
here: .Additional CommentsCONDITIONS OF EMPLOYMENT:This will be a
contingent permanent, competitive appointment or a contingent
permanent, non-competitive appointment. For 55b/c appointment,
candidates must possess the minimum qualifications, a current 55b/c
eligibility letter and is subject to verification of applicant
eligibility.Promotions and transfers may change appointees'
negotiating unit. Candidates should be aware that changes in
negotiating units may affect their salary, insurance, and other
benefits. Verification of degree will be required at the time of
interview for all candidates. This position allows for the
opportunity to telecommute up to 30% each bi-weekly pay period.
This position will require 25% Statewide travel.This position leads
to a maximum salary of $121,360 based on annual performance
advances.Based on this position's location, in addition to the
listed base salary, this position also receives a $3,400 Downstate
