OfficerThis is a Non-Represented Position.Please note that this
position has been designated as a "Policy Maker," pursuant to the
New York State Public Officers Law & the MTA Code of Ethics. As
such, you will be required to complete a Financial Disclosure
Statement that will be provided to you by the New York State Joint
Commission on Public Ethics.Summary:This is senior level managerial
position to provide technical leadership with geospatial
technologies including Geographic Information Systems (GIS) and
Global Positioning System (GPS). Accountable for geospatial
strategy and roadmap to organize and prioritize the geospatial
services and solutions for LIRR. Responsible for establishing
policies, procedures, standards and coordinating activities
necessary to carry out long-range corporate geospatial goals.Lead
the geospatial efforts needed for Enterprise Asset Management (EAM)
implementation and ensure that processes, data and systems are
implemented in a sustainable way. Lead strategic initiatives such
as data modelling, collection and geo analytics. Responsible for
deploying map based querying tools, dashboards with maps and other
data visualization widgets and diagnostic predictive-prescriptive
tools. Supports EAM program for improved outcomes in maintenance
and capital investment around approximately $4.4 billion of
physical assets in the LIRR network.Plays a significant role in
guiding MTA-wide geospatial technology efforts, in addition to
acting as LIRR representative, liaison to regional agencies such as
Suffolk County, Nassau County, NYC Planning, Department of
Technology and Telecommunications, NYC Office of Emergency
Management, NYS Cyber Security and Critical Infrastructure and
others as needed.Collaborate with all departments within LIRR to
understand the priorities for GIS system development, translate
these priorities into actionable resource plans, and manage these
projects to successful completion.Advise LIRR management on trends
in emerging GIS technology and their use within
LIRR.Responsibilities:
- GIS Infrastructure - Responsible for the management and
maintenance of LIRR GIS infrastructure. Coordinate with Information
Technology to perform LIRR GIS infrastructure upgrades including
software and server hardware. Manage enterprise geo-database.
Responsible for LIRR enterprise GIS, including architecture and
configuration. Ensure that LIRR GIS infrastructure matches with
ESRI/Oracle software releases and is on par with the industry
standards.
- Responsible for the LIRR track model including LRS (Linear
Referencing System) efforts and other location measurements.
- GIS Maps/Web Apps Support - Work directly with leaders in
Strategic Initiatives, Information Technology, Construction and
Development, engineering and other LIRR operating departments to
translate departmental and corporate business needs into functional
geospatial solutions.
- Plan and implement geospatial solutions that support the
growing interdepartmental needs of GIS users dispersed throughout
MTA/LIRR.
- Develop, maintain, and update associated geospatial strategies.
Responsible for developing and managing GIS maps/apps needed within
LIRR/MTA and outside agencies.
- Geo Analytics - Lead LIRR Geo-Analytics efforts such as asset
utilization, derailment analysis, slip-slide analysis, Track
geometry car, safety ROW (Right of Way) analysis, Positive Train
Control strategy, electronic road chart development, MTA audits,
and FRA (Federal Railroad Administration) requirements.
- Direct and support growing GPS usage of rail cars, rail-bound
equipment, diesel fleet, M-3 fleet, AVLM (Automated Vehicle
Location and Monitoring) and other initiatives.
- Provide preliminary plan designs, impact analysis, and EIS
(Environmental Impact Study) analysis to resilient teams.
- MTA/LIRR GIS user support - Support and assist desktop GIS
users. Evaluate and select software and hardware necessary to
satisfy user needs while keeping within budget and adhering to
goals.
- Responsible for GIS training including all associated data and
classroom materials for MTA/LIRR users.
- Design and conduct custom department/project-specific training.
Perform other GIS training as needed to ensure successful
utilization is continued within various departments throughout the
company. Coordinate vendor training for staff.
- Serve as LIRR representative and liaison to regional and State
agencies. Plan and coordinate contracts with external agencies on
issues related to geospatial technologies.
- Data Governance, Quality - Ensure that GIS and EAM data in
congruent. Establish and oversee data governance, data quality and
integrity of GIS information and also in sync with other corporate
data.
- Work with C&D to streamline the asset acquisitions for
capital projects. Develop and maintain GIS information requirements
that can be incorporated in the capital project scope for the asset
and spatial data that can be ingested into LIRR GIS system.
- Develop geospatial solutions that support the goals of
immediate 5-year Capital Programs and 20 Year Needs, so as to
assist with the internal coordination, planning, and interfacing of
these objectives and with the external projects impacting our
goals.
- Facilitate the development of automated Asset Inventory
Reporting.
- Select, develop, and motivate personnel within the department.
Provide career development for subordinates. Provide prompt and
effective coaching and counseling.
- Responsible for discipline/termination of employees when
necessary. Review direct reports and approve performance
appraisals.
- Promote safe work practices and provide safe working
conditions. Create a professional environment that respects
individual differences and enables all employees to develop and
contribute to their full potential.

Management.Qualifications:A)
- A bachelor's degree in computer science, Business
Administration, Statistics, Engineering, Finance, or Information
Services (or the equivalent of education and progressively
responsible experience) plus a minimum of 12 years of GIS
Technology experience with at least 5 years of progressive GIS
managerial experience.
- Experience in strategic planning and execution.
- Ability to motivate in a team-oriented, collaborative

- Considerable knowledge of business theory, business processes,

- Experience with GIS systems design and development from
business requirements analysis through to day-to-day
management.
- Proven experience in GIS planning, organization, and
development.
- Excellent understanding of project management principles.
- Superior understanding of the organization's goals and
objectives.
- In-depth knowledge of applicable laws and regulations as they
relate to GIS.
- Strong understanding of human resource management principles,
practices, and procedures.
- Successful track record in the design of GIS hardware and
software systems to meet the current and future needs of a complex
transportation organization.
- Extensive experience in the areas of strategic planning,
business planning, data analysis, data reporting, and statistical
process control.
- Knowledge of legal and regulatory requirements pertaining to
transportation services.
- Exceptional experience navigating through the politics of a
large multi-tiered, multi-agency public sector organization.
- Must demonstrate comprehensive knowledge of geospatial
methodologies, GIS (Geographic Information Systems), GPS (Global
Positioning System), RS (Remote Sensing), cartography, ESRI
(Environmental Systems Research Institute) applications, Enterprise
System Architecture and relational data base
technologies/applications.
- Master's degree preferred in a related area such as Geospatial
Technology, Geography, Engineering, Planning, Transportation,
Computer Technology or related field.
- Understanding of engineering railroad operations and planning
or demonstrated equivalent is highly beneficial.
- Experience with EAM suite of tools, such as Hexagon EAM, Maximo
etc. is preferred.Other Information:In addition to meeting the
