Development Division (BDD) is to recruit, develop and retain
emerging minority-owned, woman-owned and locally based business
enterprises. Entry into public sector work remains a challenge for
MWLBE. To reduce these barriers, BDD helps qualified MWLBE firms do
business with the SCA. The Business Development Division recruits
firms through community outreach and participation in various
minority trade shows, conferences and forums. The SCA's MWLBE
program provides opportunities to participate in the SCA's
contracting and RFP processes and gain valuable experience. To be
eligible for opportunities offered by Business Development
Division, a business must become MWLB certified and
prequalified.Job Description SummaryThe Senior Director of
Operations, MWBE Business Development is responsible for long term
planning and overseeing the day-to-day activities for operational
and/or administrative matters in their Division. May be responsible
for oversight and performance activities of all units within a
designated department.Under the direction of the Vice President and
Chief Diversity Officer (CDO), the Senior Director of Operations,
Business Development Department (BDD) will develop and oversee the
policies and programs that promote the growth of the SCA's
Minority, Women, and Local Business Enterprise (MWLBE) program by
finding and expanding opportunities for MWLBEs and creating
workforce development programs that promote diversity and equity
across all communities in support of the SCA's mission.Job
DescriptionResponsibilities include:
- Accountable to deliver core services within a division, through
the management of multiple teams of people who are typically
performing diverse processes or services.
- Develops and makes recommendations concerning policies and
procedures affecting the operational and administrative matters of
the Authority and/or designated department.
- Ensures the daily operations and the resolution of special
managerial, operational and administrative problems pertaining to
policy and practice.
- Serves as a principal liaison between the various Authority
Departments and Divisions, Department of Education, government
agencies and/or outside contractors and consultants in a wide range
of operational and administrative areas.
- May develop and implement necessary procedures to bring various
departments into a project based team, working to achieve common
goals.
- May participate in meetings chaired by the President and CEO;
Executive Management Committee meetings as directed by President or
Vice President, to contribute in the development of programs and
policies that impact various Authority divisions.
- May attend public meetings, hearings, strategy sessions with
other governmental agencies, public officials and school boards
where issues impacting the Authority's mission are discussed;
maintains ongoing dialogue with President, Vice President,
Department representatives and their staff to keep them informed on
key issues.
- Plans, assigns, directs, monitors, reviews and evaluates work
performed by staff and makes recommendations regarding recruitment,
hiring, promotion, reassignment and discipline.
- Translates organization strategy into plans, programs, and
objectives for their team(s).
- Oversees the preparation of reports on operational and
administrative matters for use in the formulation of policy.
- Performs related tasks, as assigned.Division Specific
TasksBusiness Development:
- The Senior Director, in concert with executive leadership, will
make key strategic decisions about the department's operations,
oversee the program's day-to-day operations, and direct outreach
and education internally and externally. They will analyze and
manage data and software to establish and maintain reporting
dashboards and prepare reports for the Authority's President and
senior leadership. They must have the ability to manage multiple
priorities under pressure.
- The Senior Director will lead and supervise three direct
reports - two Directors and a Deputy Director - along with their
teams, to provide diverse services to the SCA and the community,
including certification, business development, mentorship programs,
contract goal compliance, workforce development programs, training
of small businesses, assisting with bonding and loans, and
oversight of the internship program.
- The position will also serve as the SCA's liaison to the
Mayor's Office, elected officials, and MWLBE leadership
organizations to develop and implement new policies and programs.
The Senior Director will regularly interact with internal
departments and external entities, including the NYC Mayor's Office
of MWBE. They will be responsible for reporting data to New York
City and New York State, promoting vendor partnerships, analyzing
Citywide data, and conducting industry surveys, as well as
developing annual goal plans for the use of diverse contractors.
They will verify that procurement practices meet compliance and
policy goals.
- The Senior Director will serve as coordinator for the SCA's
Advisory Board, a 20-member board comprised of local and citywide
stakeholders. They will prepare for and facilitate regular meetings
by engaging advisory board members and developing added
partnerships that advance the development of MWLBEs.
- The Senior Director requires strong leadership and partnership
skills, keen analytical skills, and strong writing, public
speaking, and presentation skills. The Senior Director will
participate in presentations and panels for various business and
community seminars and special projects as assigned. The Senior
Director must regularly attend events after working hours. They
must also be willing and able to travel to locations around New
York and out-of-state several times per year for work-related
responsibilities.
- The successful candidate will have an intense sense of
ownership, excellent interpersonal and critical thinking skills,
and be interested in playing a meaningful role in the operation of
the School Construction Authority's integrated multi-billion-dollar
construction industry program. The position requires sound
judgment, the ability to think creatively, and the power to
persuade others who may be resistant to change.Preferred Skills
- Working knowledge of the design and construction industries and
procurement strongly preferred.
- Deep understanding of governmental MWBE or MWLBE programs,
legislation, and processes at federal, state, or local level.Civil

and experience. Fifteen years of full-time administration
experience in operations, construction, management, administration,
or a related field; five years must be in an administrative or
